Trump's Progressive Alarm Overlooks Europe's Real Danger: Technological Decline.

Donald Trump's national security strategy presents a flawed view of Europe. It claims that unrestrained immigration and so-called "progressive" policies pose an existential threat to European civilization. Yet, this perspective rests on a fundamental misreading of the situation. The true challenge confronting Europe is not cultural but technological and economic backwardness.

A Glaring Economic Gap Between Europe and the US

The data paint a sobering contrast. Between 2008 and 2023, American economic output surged by 87%, compared to a mere thirteen and a half percent growth for the European Union. Over this time, European income per person dropped from 76.5% to just 50% of the US level. Strikingly, even Mississippi now boasts a higher per capita income than major EU nations like Italy and France.

Currently, roughly 50% of the global top fifty technology firms are American, while a mere four are European.

The Innovation Shortfall: A Critical Problem

The growing disparity is driven by stronger productivity growth in the United States, fueled by breakthroughs and better use of resources. The landscape of global tech leadership is overwhelmingly American. In the last fifty years, hundreds of American startups have scaled into companies valued at more than ten billion dollars, versus only fourteen in Europe.

This disparity raises a vital issue: In the race for future industries like semiconductors, AI, and quantum computing, what is the EU positioned? Experts widely agree it is largely a two-horse race involving the United States and China, with European nations entering at a clear handicap.

Root Causes of Europe's Technological Lag

Several major reasons explain this technological divide.

  • Financing Ecosystem: The United States has a much more robust and agile network for funding startups. Europe still lacks a genuine unified investment market, which limits the scale of new firms.
  • Regulatory Fragmentation: Excessive and fragmented rules hinder European business. A American entrepreneur can introduce a service under one set of laws to access a market of hundreds of millions. The EU, despite a bigger population size, is divided among twenty-seven separate regimes, creating huge market obstacles.
  • Mindset Differences: Views on entrepreneurial failure differ sharply. In parts of Europe, a startup's collapse was once viewed with stigma, whereas in the United States, it is often considered a badge of experience.
  • Military Investment: The US benefits from a deeply integrated academic-military-industrial complex. The continent's long-term lack of spending in military capabilities has eroded its capacity for breakthrough innovation.

The Road Ahead: Grounds for Cautious Optimism

Despite these hurdles, one can find reasons for optimism. Policymakers are increasingly aware of the existential challenge and have begun to propose substantial change. Key reports on European competitiveness and the internal market point to the need for sweeping changes.

Given appropriate incentives and rule changes, these assets could support far greater levels of business-led breakthroughs.

Europe still possesses considerable strengths: high-quality human capital, excellent education systems, and world-class research institutions. Alongside a large internal market and substantial household savings, these foundations have the potential to unleash a surge of investment and entrepreneurship.

Importantly, even if the EU does not take the lead in creating cutting-edge technologies, it can still significantly increase economic output by implementing and tailoring innovations from other regions.

An Inflection Point

The European Union now faces a decisive crossroads. To paraphrase a famous line, decline often happens "slowly, then all at once". To date, the continent's technological decline has been steady. But, without bold steps to address its deep-seated problems, today's slow erosion could turn into a sudden and irreversible loss of world influence.
